Since this is the focus of the Civil War I think it's worth telling you what the SHR Act is.
Basically, the Act states that all super-humans have to register with the Government and reveal their identities to them.
Good points:
It means Super-heroes are no longer above the law and will be held accountable for their actions
It means Super-heroes will no longer be met with opposition from the police and other law enforcement agencies.
It allows the Government to co-ordinate super-heroes so they can unite better to take on threats more effectively.
Bad Points:
Some see it as a breach of civil liberties.
It can deny the heroes independence.
If the information were to bestolen, then villains would know al lthe heroes' true identities.
