Doctor Doom has no "powers" per se save for his GENIUS level intellect which ranks him among the most intelligent people on the planet. However, he DOES wear a suit of armour into which are built many many gadgets. He customizes constantly.
History/Background:
Victor was born to Werner von Doom, a noted healer, and Cynthia von Doom, who was said to be a witch. His mother was killed when Victor was an infant.
While a child, he discovered his mother's magical artifacts and von Doom began his studies into the occult as well as developing his innate scientific abilities. His astounding reputation came to the attention of the dean of science at State University in America, and von Doom was offered a full scholarship. At State, von Doom first met both Reed Richards and Ben Grimm, two men who would go on to become his enemies in later years as Mister Fantastic and the Thing, respectively. Richards, in particular, represented a substantial threat to Doom's self-perceived superiority. Doom began conducting hazardous extra-dimensional experiments.
The focus of Doom's research was to construct a trans-dimensional projection device with which he could communicate with his dead mother. There was a flaw in the design which Richards pointed out to him, but Doom's pride prevented him from accepting Richards' advice and fixing the device before testing it. The machine worked perfectly for two minutes and 37 seconds, in which time Doom discovered that his mother was trapped in Mephisto's Hell. Then the device exploded, permanently damaging Doom's face; the most recent retelling of Doom's origin attests that this was the work of Mephisto striking at him, and by some accounts, the facial damage amounted only to one cheek being marked with a long, jagged scar, a scar that Doom's incredible vanity magnified into a hideous disfigurement. Refusing to acknowledge his own fault in the matter, Doom blamed Richards for the accident, finding it easier to believe that Richards had sabotaged his work out of jealousy than admit to his own imperfection.
Doom was expelled from school afterward, and traveled the world searching for a cure for his scarred face, which he viewed as a symbol of his failure. Eventually Doom discovered a village of Tibetan monks amongst whom he lived for a number of years. Mastering their sorcerous disciplines, he took control of the monastery, and had the monks assist him in crafting a suit of body armor. In his eagerness to finish donning the suit and begin his new life as "Doctor Doom," however, he donned the armor's fresly-cast mask before he it had been properly cooled, ensuring that, if his face had not been seriously disfigured before, it now most certainly was. This suit would become his trademark, and thanks to his technological enhancements, it puts him on par in terms of personal power with most superheroes in the Marvel universe. After this, he returned to his homeland, Latveria, overthrew the standing government, and crowned himself king. Ruling with an iron fist and an equally strong will, Doom began to redirect the small nation's resources to help him realize his goals.
Since then he has done battle with almost every super hero in the world, including Spider-Man, the X-Men the Avengers, the Silver Surfer, and most often of all, the Fantastic Four. He has always been coldly intelligent- he once even aided his sworn enemies to destroy the threat Onslaught, as he had no desire to rule a world burnt to a cinder. He has commited thousands of heinous acts though amongst the most heinous were probably stealing the Silver Surfer's powers and trapping the child of Reed and Sue Richards in Hell.
To perform the latter he bargained with a trio of demons, bartering away the soul of his childhood love in return for an armour head of her skin and mystical powers. He became a sorceror and managed to sneak up on and incapacitate Doctor Strange and capture Reed and Sue's child. In the end, with the help of Doctor Strange's spirit, Reed Richards defeated him by using his overbearing arrogance in order to have him pulled into Hell by the very Demons he had bargained with.
When Ragnarok occured and the Norse Gods died, Thor's hammer fell from the sky and tore apart the cosmos, including Hell. Doom escaped to Earth. He then returned to Latveria and reassumed power, before unleashing his Doombots to gain control of Thor's hammer, but he discovered he could not lift it. He is now back in power in Latveria plotting how to exploit the turmoil that is splitting the superheroes....

Rain poured down heavily in Latveria. On his hilltop castle in the centre of the tiny nation, Victor Von Doom brooded.
So. He had not been able to attain the power of Thor. "I was so close..." he whispered to himself. He shook it aside. No matter. Doctor Doom did not think of his failures- No! He did not fail. Ever. He merely made an ever so slight misjudgement but he would soon figure out how to work it to his advantage.
He looked at the piece of paper sitting on the small table before the fireplace of his Throne Room. It was a draft of the Super Human Registration Act that was before Congress. Doctor Doom was no mere fool- he had sources. He had ways and means of getting ANYTHING he wanted.
"This... Act..." he said to himself. "It will tear the super-heroes apart." he smiled ever so slightly beneath the mask. "And while they are busy killing each other, while the world focuses on America... it might not notice the borders of Latveria expanding ever so slightly..." His eyes continued to study the act. "And if Latveria were to announce it's support for, or condemnation of The Act..."
He did not for a moment believe Latveria's support would affect the government's decision but he knew full well that having Doctor Doom announce he was on one side would suddenly make all the heroes on that side doubt their decision. Doctor Doom leant back in his throne with a satisfied smile.
He was not out of it yet.
