Captain America nodded to Iron Man as he grasped his arm. For a single moment, the two of them exchanged a glance, and somehow Cap knew, with a pang, that this would be the last time they would ever exchange such a look in a long time.
It was his turn to take the podium. Tony's speech had been simple but effective. It was his turn. He gripped the podium, noting the marks left by Iron Man's tight metallic grip. "I could stand here today and list the rules of our constitution which this Act violates." he said.
"I could describe the Founders' principles and how the Act goes against all of them. I could describe the ideal of America, and our duty, and how this Act goes against it. I could describe in vivid details, my friends, exactly how this Act destroys all the ideals our great nation is built upon."
He looked around, avoiding Reed, Tiny or Hank. "But I won't." he said after a moment. "Because the fundamental truth is that I only need to give one single reason why this Act should be opposed and I fully intend...." He stopped suddenly, his eyes hardening. He had been surveying the room when he saw.... was that the Punisher? He thought of Frank's threat to him outside and was about to react when the door burst open. And the room turned to see.....
Commander Hill from SHIELD with several operatives at the main door. More poured in, and more from other doors. Cap saw a helicopter outside. "Commander." he said with a grudging respect. She seemed to ignore everyone except Cap.
"Ah, hello Captain." she said sharply. "I couldn't help but notice you were in the middle of making a speech which goes against the direct wishes of the Federal Government." "Since when was speaking out a crime?" asked Cap harshly. Commander Hill ignored the question and turned to the rest of the room.
"Super-heroes! You do need to make a choice, and make one now." She paused. "Doctor Doom is back in power in Latveria. The super-villain Magneto has gone missing." Murmurs and gasps sounded. "Norman Osborn.... is free! The threats to America are many and the fact is that with Super heroes running around like loose cannons, we are in jeopardy. This Act WILL pass and you need to support it!" Cap looked at hr loathingly, wondering who had written her speech. Reed? Hank? .....Tony?
She looked around once more. "Almost one thousand children died as a result of the reckless action of heroes, and this has to be stopped. If people cause disruption amongst you..." she eyed Cap. "If they spread disorder and tension in your ranks, hundreds more will be hurt and I'm afraid that is something this government simply cannot allow. So Heroes, there is no more time for games and playing about."
And that was when she dropped the bombshell.
"To stop a war, to save lives, to help America, I am ordering you....
Arrest Captain America."

Strange couldn't belive his ears. SHEILD has gone overboard. Jailing a man for criminal acts is one thing but Captian America is jsut speaking his mind-this is insane! I new I would be against this Act but now I will fight for this Act's death! Now I must watch and see what SHEILD does next.

Tony swallowed. Hard.
He had known this moment would come, but so soon? Why did it have to come to this already? He gripped his sides with such intensity his armour creaked a little as he protested weakly.
"He hasn't done anything, yet," he stated. But still, if he was going to oppose this..."Oh, why?" he murmured under his breath.
Tony stepped back, no longer barring the way of the task force. Have mercy.

"I agree."Sentry replied as he moved forward, he floated confidently in the air, he agreed that the act should pass but Captain America deserved more respect then this and he hasn't done anything.....yet.
"Leave Captain America alone, he has not done anything yet, he might share a different opinion but that is not a crime."He would intervene if the agents would attempt to attack CAp, he would allow them to this.

Spidy had moved closer to the scene when the agents arrived, he already was on his toes as he thought it could lead to blows because of the different opinions and he didn't trust the people present at the meeting, Deadpool was walking around, among others.
He stood ready to react when someone made a move, yet he had no idea what to do, this attack on Caps was exactly why he didn't trust the government, yet Tony had a point as well, he was hoping he would have more time to think about it.

Evo looked at shield and whilke one part of his mind was saying that Hill was hot, the other more responsible side of him said "THIS IS WRONG!!!" walking up to Moon Knight he said "I agree!" showing his claws and giving SHIELD a sneer "I may not be a vetran hero like Spidey, Cap, or Iron man, but I know that I will not allow YOU to arreset a man just because he's speaking his view and the GOVERMENT can't handle that!!!!"

Logan now stepped from his spot. He had been standing in the back and now walked to the front to Captain America. Logan stood beside him and let his claws shot out. He looked sideways to Captain America.

Frank had no choice. To make it out of the room a free man, a man who was still alive he would have to abandon his main objective, his main priority and concentrate on keeping him self alive. Frank reached for the detonator, the detonator that would be the single object that could help him. “And all hell broke loose. I told you Rodgers, I warned you, I said it would happen” Shouted Frank across the room. Frank pressed the device, the room shook, and he turned to face the window, to face what he had done… …The façade of the Daily Bugle was blown off, the soft underbelly revelled. Glass scattered across the main street, dismembered bodies flung into the road. Frank had destroyed the legend, the Bugle was dead. Long live Frank . The single act of terrorism from Frank was a two finger salute to Captain America, Captain America and his idiotic views. Those views would kill him now. Frank raced forward and away from the window, the confusion allowing him to make fast progress. Frank knew he should have run faster, run further, distanced himself from the fight that was sure to break out but he didn’t. He stopped, stopped a turn towards Captain America “We are exactly the same now Cap, exactly the same” “Both wanted, apparently both heartless killers, we’re exactly the same and now you’re in a battle you can’t win. Tony started the war and betrayed you, you and you ‘side’ are dead” “Admit it Cap, you need my help, and you need the help of a heartless killer like yourself, one man’s terrorist is another man’s freedom fighter Cap” “I’m a fighter, how about you?” Frank pulled back his trench coat revealing the arsenal of weaponry that he hid; Frank was trying to provoke a reaction. A reaction that could save both their lives.  |

Cap had felt shock and horror as SHIELD made their declaration, only to be replaced with mixed pride as heroes stepped forth to defend him, and sorrow as Iron Man and others stood back. And then outside an explosion had torn apart the street and the Punisher had given his little speech.
In the silence, in the solitary moment of peace before chaos would erupt, Cap looked up at Frank in the face. "We are NOTHING alike, you heartless murderer." he said, investing every syllable with hatred, and hurled his shield at him.
Then he dived down because SHIELD were now convinced Cap was behind the explosion and had opened fire; and as SHIELD opened fire and Cap's shield flew towards Frank, the other super-heroes, whatever side they were on, were forced to choose and act. There could be no standing on the side lines now.
For the first time in history, the Super-Heroes were at war,

Frank lay dazed on the floor, dazed but not out of the fight. His explosion had worked, not only destroying the Daily Bugle but tearing apart the world that Captain America lived in. Frank’s face was bleeding badly, his eyes covered from the gash in his head. Blindly Frank grabbed for Cap’s shield
“The first trophy” Frank muttered
Frank stumbled and clambered for the shield, knowing it was just out of his reach. Frank reached for the Uzi and fired it into the crowd
“We are exactly the same and your ignorance will kill you Rodgers”
Frank fired again into the crowd and clambered to his feet, Frank was disorientated but knew if he could just kill one of them, any of them the Captain would have to take his threat seriously…

The time had come to act.
To make their allegiance known.
But, against the Act or with it, a hero's job was to defeta the villain of the piece...and the closest thing to that here was the terrorist-like vigilante tossing explosives at the face of the Daily Bugle.
"Frank Castle!" Iron Man bellowed, releasing a lance of energy from his palm."You are under arrest!"

Captain America roared as the battle began. He dived under a spray of tranquilizer, twisting and turning to kick a SHIELD agent in the face. Springing to his feet, he punched another one and then grabbed his body so that it intercepted the next bvatch of darts.
The room was so crowded it was impossible to judge exactly what was happening, but he did register that his Shield had flown back to his hand. He saw the Punisher, shouting and opening fire and pan ic overwhelmed him. I can't let him kill anyone...
He dived over more shots and sprang to his feet in front of Frank... just as the Punisher rolled awat from an energy beam. Cap looked up... and found himself staring at Iron Man, mere metres away. They locked eyes.

“You can’t win either of you, it will tear this county apart, there are not two sides there are three…”
Frank could see the tension between them, the anger, the hatred and the morals each stood for
“…the humans and we pack a serious punch”
Frank rose and lunged not at Iron Man or Captain America but for a SHIELD agent close by, tackling him and taking his gun. The agent collapsed and crumpled as Frank speared his side, hitting the floor hard and abrasive. Frank again scrabbled off the floor and aimed the rifle
“Die Scum” Franks words were defiant and much like the explosion before shook the room, he open fire and charged…

Damn you, Punisher.... thought Cap furiously. Damn you to Hell... Frank had kick-started a war that would kill an indefinite amount of people and now Cap did not know what to do. He looked at Frank once, looked at the chaos, and saw that the SHIELD operatives were distracted.
His heart ached to be able to take him down, to be able to save lives. But he knew that if he stopped the Punisher here, he himself would be captured and any resistance to this law might crumble. He continued to stare for a single agonizing moment and then he turned to face Tony, who stood between him and the stairs.
"I'm going, Tony." he said. "We're all going to war, you've sold us out and I am leaving." Every word hurt to say, but he said them anyway. "Let me leave." He crouched lower to see how Tony would react.
