His powers are somewhat unclear. He can cast 'spells' by some (disgusting) mantras very likely to some self-help books. There is a chance that he is the child of Wanda, Scarlet Witch, which implies that his powers could be of the same nature as hers. Reality changing according to will.
History/Background:
Now, this boy really likes to be an outcast. He is a jew, has - as alias shows - some liking to paganism and is gay. Currently on a relation with Hulking, who is also on the team.
He is (so far) child of Jeff Kaplan and Rebecca Kaplan, the elder of 3 children. Recent events on the book leads himself to firmly believe that he is the child of Wanda, the Scarlet Witch. It's still not clear if that is true (although the evidence is disturbing) but he seems to enjoy this idea very muchly.
Wiccan's powers are of mutant nature. He discovered that power by almost killing another student at his school. Although fairly understandable, given the situation, it scared the boy to heck. He tried to find the scarlet witch but the avengers were no more then. It was thus that Iron Lad found him. It seems that the boy was in the plans vision made to restore the avengers.
Since then his life changed quite a lot. For starters, he met Hulking, his boyfriend. Also, he adopted his first alias that was Asgardian and went out on a few missions on the team that would later be labeled the Young Avengers. He was part of the core 4 of the team. Patriot, Iron Lad, Hulking and himself. They had met jessica Jones and Capt. America and they decided to keep the team against caps' counsel.
Recently they have, however, received official support of the Avengers in a kree-skrull event concerning the Hulking, who seems to also have other parents than those who raized him..

I am taking of from where YA#11 left and taking it to CW#2, assuming those events happened here. If they didn't, well, at least it's a sample.
Billy is tired. He always found everything in his new life exciting. Better than it ever was. He wasn't in the dull and ill routine of getting beaten up on school and then going back home into internet forums were people would just speak so much of magic they can never actually do. He never, ever, thought he would actually miss those days.
Now he wonders that perhaps if he could just sit on his chair back home and enjoy some dull chating on some dull forum he would be so damn happy.
It's not that he doesn't like his team. He loves his team, and loves the adventure. He just lrecently found out that he also loves to stop sometimes. Just stop and sit down for a second, you know? Check e-mails, watch some tv. Sleep would go well too. It has been hard to keep eyes open now. This has been going for a while.
First there was that Kree-Skrull thing, then they found out about Thomas, who is his brother, by the way. And as if things were not happening way too fast already...
It was all over the tv. It scared the heck out of him. he was meaning to have The conversation with his mom and dad. It was the first time they were meeting after his front door was blown up by aliens. However, conversation could take no place. Everybody could only listen to the TV. they videotaped it. all of it. They played it over and over. He could feel they thinking "Is that what my child can become? Hasn't that almost happened to my house?". They loved him, they were his parents. But the news could not come on a worse moment.
There was some talking after that, but what mattered was not being said. There was little more to do in that house, and thus, he left. He went straight to the Avengers tower where he knew he could find Hulking and Vision. He expected to find some confort in his boyfriend, but he found his team clueless and in dark mood. They started discussing about some law the congress will be voting.
He was uninterested by the time, he just went to the kitchen and let Jarvis fix him a milk shake. they stand there chit-chatting for a while and even MJ joined up with them. Later that day he phoned his parents and told them he would not sleep home. The first call of many to come.
The vision and Hulking were already living on the tower, but with all that was happening, most of the team started going to the avengers tower on regular bases. Some, like wiccan, basicly moved in. Only Patriot and Kate Bishop still go back to their homes in the end of the day.
He could not, of course, avoid the discussion for much longer. And he knew that would become a problem.
"You WHAT?" screamed Patriot
"I think we should register."
"Are you out of your mind?"
"Look... That could have happened to us! Did you see what that alien did to my front door the other day?"
And thus happened the confront he had been trying to avoid so much.
"Billy.. think this carefully..." says the Hulking
"Teddy, this issue isn't new for us! We have already been thru that of coming out to our parents, we have both decided to come out about our powers"
"It was different, it was a choice. Now it's a law."
"What does that changes? We would be better if we were registred! Do you even remeber how we met kate?"
"It changes that now we have no choice. That changes everything" Said the patriot, and left. Kate went after him. They both were the ones most affected by the laws, and the ones that wiccan knew he couldn't change.
"Teddy... the law will pass. There is nothing we can do against that. We must accept it."
"And become soldiers for shield? We don't fit well in the army, you know"
"No jokes, teddy. We can't do anything about this. More than this. It is not right to do anything against this."
"You know, i wonder how can you actually think we are twins" Thomas brakes his long silence. "Ok, our faces have some resemblance. But That's were it stops, right?"
"You broke a jail to free me and help your greeny lover, but now you are here afraid of some politicians. Tell you what, you might have gotten the easy life, but I know how they deal with us when they decide you are on the wrong side. See if they asked me what happened before they lock me up!"
There is little more to be said, so thomas leaves the room too. Cassies voice comes out week, almost whispering: "Sorry Billy. You alone in this one". And then she leaves too.
He turns to his boyfriend but there is no confort there, just confront.
"Pick your side, Billy."
"I don't wanna fight over this, teddy. It's just... It's pointless to fight it. And why should we anyway?"
"Our families will be put in risk... for those who have any left. And they will make soldiers out of us. Is that what you want? Be obeying some badass colonel and fighting wars that are not yours?"
"It won't be like that. We just will have to answer for what we do! And they will help us!"
"How will they help us? Pointing the right enemy to kill?"
"helping us not to die in some stupid battle against some stupid vilan!"
Silence in the room while the boys stare at each other. Time for words have come and gone, they both have their opinions and their reasons. they touch hands but this cannot bring any peace to the matter.
But that was days ago. Now he is tired, sitting in an empty room and his boyfriend arm is around his shoulders. His touch is warmer, now that he has been on the run with them.
He never really expected things to happen like this. Captain America has gone underground and they had to leave the avengers towers. They had no safe house no longer. Patriot has just contacted them, shield is onto him. Shield is onto them as well. They are trapped in this building and there is little chance of getting out.
the door blows and thomas boddy falls on the ground. Teddy is screaming some orders "Take us out of here, take us all of out here Billy" but Billy can't focus. He is tired, and, and the flashlights hits his eyes he realises that he couldn't do it.
You see, he needs to really want something for his powers to work. And all he wants right now is that this stops. And this is the only way it's going to stop, right?
ok, that was a loong, long exemple post. Looks like a fanfic actually. i apologise for making you read this much. It's kind of my version to what happened between YA 11 and CW 2 and my standing on having Wiccan on the Pro side. From here on, in the comics, they were rescued by captain america. I'm not sure if this happens in the game universe, so, i'm not going there yet. If this exemple post doesn't fits, just tell me, i'll write another one. Hopefully, shorter
